Zardari visit to Iran : Why importance

ISLAMABAD – Pakistan on Wednesday officially invited Expression of Interest (EoI) for its 1.2 billion dollars Pakistan-Iran gas pipeline project.
The project was delayed due to several bureaucratic bottlenecks and settling price mechanism as it was finally started by the Ministry of Petroleum and Natural Resources and is expected to be commissioned by next year.
The Iran-Pakistan gas pipeline will be completed by 2012, Minister for Petroleum and Natural Resources Asim Hussain has said. The Minister in a recent interview told a television channel that Iran had completed its work on laying the pipeline and Pakistan would resume work on the project shortly. The estimated cost of the project is 1.2 billion dollars.

Sarfraz Shah Killing

These were the answers the investigating officer in the case, DIG Sultan Khawaja gave to questions in the anti-terrorism court on Wednesday during the hearing of the high-profile case.
To a question from the defence, the DIG said that all the arms issued to the Rangers were used in the commission of the murder. Explaining the point further voluntarily, he said that the shots were fired by Shahid Zafar from his G-3 rifle but the other accused men also pointed their arms at the 22-year-old.
Thus, when the defence suggested that there was no plan, design, common intention or intention to terrorise people, the DIG replied that all these elements were there.
To a question on why he has not examined or recorded the statements of witnesses who described the act of killing Sarfraz Shah a murder, Khawaja said that all the staff and officers at the Shaheed Benazir Bhutto Park said that the incident had left them in shock and terror. He said besides this, nine other witnesses had said in their statements that they felt terror when they saw the footage of the incident on television. To another suggestion, he said that deceased was “neither an enemy nor a robber”.
After the completion of the testimony, Special Public Prosecutor Muhammad Khan Buriro said the prosecution rested.
Judge Bashir Ahmed Khoso adjourned the hearing till Thursday afternoon when all six accused men will be examined. They will also be allowed to produce any defence witness.

Khyber Pakhtunkhwa female singers re-emerge

Once silenced by Taliban threats, female singers have again found their voice in Khyber Pakhtunkhwa (KP).

The leader of the resurgence is Ghazala Javed, whose rise to stardom has lured other women into the KP music industry.

“Ghazala really filled the vacuum of good Pashtu singers,” said Musarrat Mohmand, a Pashtu singer in her mid-20s. “I was also fond of music. That is why I opted to sing despite social barriers, militant threats and restrictions from family. … I have to continue for my love for music as well as to financially support my family.”

Urooj, Musarrat’s younger sister, is following Musarrat’s footsteps, saying Musarrat’s popularity inspired her to sing. “I would definitely select standard lyrics, music and composition to gain durable popularity among the fans,” Urooj told Central Asia Online.

Even Afghan women — including Pashtu singer Sapna Tahir and Naghma — have built a Pakistani fan base with their melodious voices.

Swat has proven to be the most fertile region, producing almost half of the singers, musicians and dancers of KP.

“Swat has produced many legends not only in singing but in acting, composing and other fields related to showbiz,” said Mudassir Zaman, a music lover and singer who hosts various television and radio shows.

A five-member bench of the Supreme Court, headed by the chief justice, was hearing the suo moto case regarding corruption in Haj arrangements in 2010. The other members of the bench are Justice Mian Shakirullah Jan, Justice Khilji Arif Hussain, Justice Tariq Parvez and Justice Amir Hani Muslim.
In compliance with the orders of the Supreme Court, the government on Tuesday reinstated FIA official Hussain Asghar to probe the Haj corruption case. Establishment Division Secretary, Sohail Ahmed, produced before the court the notification issued to restore Asghar as an investigation officer to probe the Haj scam.
“In compliance with the Supreme Court’s order of July 25, 2011, Hussain Asghar, a BS-20 officer of Police Service, presently posted as the inspector general, Gilgit-Baltistan Police, under Kashmir Affairs and Gilgit-Baltistan Division, is transferred and posted as the FIA director under the Interior Ministry with immediate effect and until further order,” reads the notification produced before the court.
At the hearing, the chief justice said all institutions were duty bound to comply with the court’s order under article 190. “If the chief executive, that is the prime minister, hampers the implementation of the court’s order, he will also be dealt in legally.”
Responding to a court query about whether Asghar will relinquish the charge of IG Gilgit-Baltistan Police immediately or have to wait for a substitute to take over, the Establishment Division secretary explained that as per the contents of the notification, the words ‘with immediate effect’ indicated that he is to relinquish the charge as soon as the notification was delivered to him and that the secretary would also ensure that the IG Police charge was taken over from Asghar by some other officer.
The court in its order observed that it had time and again pointed out that the Haj scam case was unique in nature, since it involved large-scale corruption and had simultaneously sullied Pakistan’s image internationally.
“Not only this, the government itself had to compensate pilgrims with the Rs460,000,000 which was looted from them by functionaries posted at that time. But now it seems that the government is not interested in recovering the amount from the looters and letting the case reach its logical conclusion, which is that whosoever is involved in this case, no matter how influential, must be taken to task,” the court observed in its order.
Earlier, when the court resumed the hearing, Sohail Ahmed told the court that the summary regarding Asghar’s restoration had been sent to the competent authority but had not yet been approved. The court expressed dissatisfaction over this report and warned Ahmed to produce the notification by 11:30am or be ready to go to jail.
The court also took strong exception to the continued absence of FIA DG Tahseen Hassan Shah from the hearings. In this regard, Attorney General Maulvi Anwarul Haq told the court that the DG was out of the city and the Registrar’s Office of the apex court had been informed about this.
The court directed DG FIA to appear before the court today (Wednesday) to ensure that the investigation team working with Hussain Asghar had resumed its work, and was being facilitated in every possible manner. The court adjourned the hearing till today (Wednesday).
INP adds: Just twenty days after Sohail Ahmad was appointed the Establishment Division Secretary, the federal government has posted him to the charge of Officer on Special Duty (OSD). Importantly, the government’s decision came just a few hours after Ahmed issued, in pursuance of the orders of the Supreme Court, a notification to restore FIA official Hussain Asghar to head the team formed to probe the Haj scam.
The Supreme Court, while hearing the Haj corruption case, had ordered Ahmed to produce the restoration notification of Asghar. “If you fail to produce the notification, you will be sent to jail on contempt of court charges,” the court had told Ahmed.
Ahmed took charge as Establishment Division secretary on July 6 and has been reappointed an OSD just 20 days after. APP adds: A government spokesman said Tuesday that the former Establishment Division secretary, Sohail Ahmed, had issued a notification to transfer Gilgit-Baltistan IGP Hussain Asghar which was in excess of his powers.
“For the violation of laid down rules and regulations, the competent authority has made him an OSD,” the spokesperson added. He said the Establishment Division had moved a summary to the competent authority for the transfer of the Gilgit-Baltistan IGP. “The summary was under consideration and the opinion of the Law and Justice Ministry was solicited. In the meantime the former Establishment Division secretary himself issued the notification, which is in excess of his powers” he added.
The spokesman said to appoint and transfer IGPs and chief secretaries, consultation between the chief executive of the province or region and federal administrative heads concerned was essential. “Moreover, for appointment and transfers, the 1973 Rules of Business, Gilgit-Baltistan Empowerment and Self Governance Order 2009 and other related rules are also applicable,” he added.
End.

US tries 'mango diplomacy' with Pak as ties sour

WASHINGTON: At a time when the bilateral relationship between Pakistan and the US is at its "lowest ebb", the Obama administration hopes to sweeten the ties with its mango diplomacy.

The first consignment of mangoes from Pakistan, that too the mouthwatering 'Chaunsa' variety, is all set to land in the US this week, thus ending the decades old ban on import of any variety of mango from Pakistan.

Incidentally the mangoes are flown from Pakistan to Chicago, the home town of President Barack Obama which also has a significant Pakistani community.

The Pakistani Consulate in Chicago has organized a "grand mango arrival ceremony" on Friday, a Pakistani embassy official said.

Administration officials said Pakistan started calling for lifting ban on its mangoes soon after the US gave permission for import of Alphonso mango from India; the first consignment of which arrived in US in 2007.

The process was accelerated when secretary of state Hillary Clinton during her visit to Pakistan last year announced to lift import restrictions on Chaunsa variety of mango from Pakistan.

However, it could not make to the US last year because of the floods.

The first consignment of Chaunsa mangoes, said an official of the Pakistan Consulate in Chicago, would land in Chicago on July 27. Following which the mangoes would be treated at a radiation facility. The consulate has organized the mango arrival ceremony on July 29.

Even though import of Chaunsa - which is also grown in parts of Uttar Pradesh in India - gives a sense of accomplishment to the Pakistani officials, mango traders in the US argue that it is likely to meet the same fate as that of the Alphonso vareity from India.

Because of the high cost factor involved due to its importation by flight, both Chaunsa and Alphonso would remain beyond the reach of the common man here.

Fixation of meat, confectionary items rates for Ramazan

Karachi—Rates of daily used & confectionary items for Ramzan-ul-Mubarak were fixed in a meeting held in Commissioner Karachi Office on Tuesday.

The meeting was chaired by Deputy Commissioner Central Matanat Ali Khan and attended by all deputy commissioners, EDO E&IP(former), District Officer Prize Control, District Municipal Officers Prize Control, District Municipal Commissioners and representatives of consumers and traders associations in Karachi.

During the meeting rates of various items including beef and mutton were fixed by the participants jointly. The price of mutton will be Rs500 per kg while the beef price will be Rs260 (with bone) and Rs290(bone less) and Rs300per kg for Bachhia meat. The price of Samosa, Khajla, Pheni, Jalebi and Pakora were also fixed in the meeting.

The trader’s representatives fully cooperated with the government for fixation of rates and said that the fixed rates will be strictly implemented.

Deputy Commissioner Central said these rates were for all five districts of Karachi . Magistrates will be carried out raids on shops if the traders implanted them fully or the government will ensure the implementation of rates fixed for utility items.

The meeting was told that the rates of other daily utility items will be fixed in next two days.

This may be noted that the Commissioner Karachi and Administrator KMC Muhammad Hussain Syed had while chairing a meeting in his office for fixing daily used items in Karachi on 23rd July called the suggestions in this regard from trader’s associations.

He also directed Assistant Commissioners to carry out raids with police against the sale of pressurized meat in the city.

The Commissioner also instructed deputy commissioners to take measures for holding of Ramazan Buchat Bazar in their respective areas so that the consumers could avail the opportunity to buy cheaper daily used items.

Commissioner Karachi specially urged the traders of Joria Bazar to set up an example for the whole country by giving concessions to public in utility items during Ramazan-ul-Mubark.

Norway Killing

July 25 (Bloomberg) -- Anders Behring Breivik, in custody for killing 76 people in a Norwegian shooting rampage and bombing, must spend four weeks in pre-trial detention with no contact with the outside world.

Judge Kim Heger said after a 30-minute closed court hearing that Breivik, 32, can receive no visits, nor send or receive letters for the entire eight-week period he will be detained. Breivik told the hearing that he planted the July 22 bomb in Oslo and killed people at a youth camp on Utoeya island as he sought to inflict the “greatest possible loss” to the ruling Labor party that ran the camp, Heger said.

The court and prosecutors are concerned Breivik may hinder the investigation by contacting possible accomplices. He told the hearing there were “two more cells in our organization.” If convicted on the two counts of Acts of Terror he has been charged with, he could receive a maximum sentence of 21 years in prison, Norway’s toughest punishment.

Given the “seriousness, the extent and character of this case, the court considers the arguments for isolation are immense,” Heger said after the hearing.

“Nothing like this has ever happened in Norway, it’s an extraordinary case,” Geir Engebretsen, President of the Oslo District Court, told reporters before the hearing.

Revised Fatalities

Armed with a pistol and semi-automatic rifle, Breivik killed 68 people at a youth camp held by the Labor party on Utoeya island, about 40 kilometers (25 miles) from Oslo. He killed eight more in a car bomb blast earlier that day in the government district of the capital. Police today revised down an earlier estimate of a total of 93 casualties.

“He said he believed his actions were atrocious, but in his head they were necessary,” Breivik’s defense lawyer Geir Lippestad told Norway’s TV2 on July 23.

In his manifesto, the suspect said that he made an application for a Glock 17 and that he acquired a semi-automatic Ruger Mini 14. He said that he also owned a Benelli Nova Pump- Action and a 308 win bolt rifle. The police have declined to say what make of gun he used for the attacks or how he acquired the weapons.

While Breivik admitted to the dual attacks, he did not plead guilty, Heger said.

‘Sharp Signal’

“The operation was not intended to kill as many people as possible, but to give ‘a sharp signal’ to the people that can’t be misunderstood,” Heger said, citing Breivik’s comments in court. “As long as the Labor Party follows its ideological line and continues to deconstruct Norwegian culture and import Muslims en masse so they must take responsibility for this treason.”

Breivik appeared calm and composed during the proceedings and told the court he expected to spend the rest of his life in jail, police prosecutor Christian Hatlo said at a separate press conference.

If Breivik were convicted, prosecutors may ask that he be imprisoned longer than 21 years on the grounds that he might repeat a violent crime and that a 21-year sentence wouldn’t be sufficient to prevent that, police spokeswoman Carol Sandbye said yesterday. Were that to happen, Breivik would need to be retried every five years, she said.

21 Years

Protestors outside the court shouted angrily at vehicles they thought might contain Breivik, and at his lawyer as he entered the courtroom.

“I would have liked to see him get 21 years per person he has killed,” said Alexander Roine, 24.

Fight against Terrorism

Terrorism has no place in Islam, ulema say

PESHAWAR – Religious scholars and ulema in Pakistan and Afghanistan categorically reject terrorism and violence, as Islam is the religion of peace and brotherhood.

Contributors to various schools of thought told Central Asia Online in a survey that terrorism and the killing of innocents have no religious justification and those involved in such acts are simply “killers.”

They view Islam as a religion of tolerance and peace, advocating a terror-free society and guaranteeing life and the honour of all living beings, regardless of religious identity.

“All acts of violence and bomb attacks aimed at targeting (houses of) worship and public places and the killing of innocent people are totally un-Islamic and haram,” Mufti Muneeb ur Rehman, president of Tanzim-ul-Madaris Al Arabia Pakistan and head of the Darul Uloom Naeemia in Karachi, told Central Asia Online. “The people involved in these acts of violence and bomb blasts are doing no service to Islam and religion; rather they are damaging and tarnishing the true essence of the religion.”
